A British Council of Organisations of Disabled People (BCODP) report into a demonstration on 31st October 1983 by residents of St Michaels Hospice, Welwyn Garden City outside Hertford County Hall, who were protesting Tom Hulley's dismissal as officer in charge of the hospice for allowing a consensual relationship between a member of staff and a resident.
